Description

Rutland County Council are seeking a Building Control Service provider to fulfil its statutory obligations in respect of building control, including evaluation, inspection and approval of design and construction works. Office space and administrative support will be provided in Council premises and the services must also be available as required outside office hours, including weekends and Bank Holidays. The service must be provided by suitably qualified, skilled and experienced persons. The service provider must be able to commence services from 1st April 2018. The contract will be for an initial term of three years with the option to extend for up to a further two years subject to performance.

TUPE: The current provider has one member of staff directly engaged in the delivery of this service. In addition the Council provides one Full Time Equivalent (FTE) in support of this role. Should the potential bidder wish to subsume the existing staff then TUPE is likely to apply. Staff details will be made available to bidders who register an interest.

On the basis of the bids received the Council has decided to exercise its right not to make a contract award. Instead the Council is to pursue alternatives, such as partnering with another Council or delegating responsibility to another Council.
The current contract has been extended whilst these alternatives are pursued.

Within the tender documents the Council stated that it was seeking the most cost effective way of fulfilling its statutory obligations.
These included pursuing alternative means of provision (delegation of these responsibilities or partnering).
