Description
North Northamptonshire Council (hereafter referred to as the "Council") requires information on potential Suppliers' capability and capacity to provide the services detailed in its Expression of Interest (hereafter referred to as "EOI") (attached). The Council are considering how best to compliantly engage a Supplier and wishes to use this EOI to gauge the capacity and interest of potential Suppliers in providing this service to the Council.
Based on responses received to this EOI from potential Suppliers, the Council reserves the right to award a contract without further engagement, where the Council decides, at its absolute discretion, further engagement is not necessary or beneficial (e.g., where only one (1) Supplier confirms interest, capacity and/or expertise which align with the Council's requirement).
The Council requires a North Northamptonshire branded web-based portal that enables customers, residents, and other stakeholders to report issues and faults on the public highway to the Council via mixed media.
Reporting must be enabled to include reporting via mobile phone or similar, to allow photographs and geolocation of incidents to be made.
The new system must integrate with the Council's existing back-office system (currently Kier Works Management System (hereafter referred to as "WMS")) and its own webpages to allow for streamlined workflow processes.
The Council requires the migration of data from the current system to the new system to be completed by no later than Sunday, 31st March 2024, to ensure that historic data remains visible to the public.
This is an early engagement notice to enable the Council to best understand the current delivery options available in the market. It is intended that the outcome of this Notice will be used to further inform the Council's procurement and contract model, but the Council is under no obligation to any potential Supplier and/or makes no guarantees to any party, resulting from feedback received to this Notice.
If your organisation is interested in this opportunity and believe they could provide the requirement to the Council, in line with the Scope of Requirements Relevant to this EOI set out above, please complete the attached EOI document, and return it via e-mail to procurement@northnorthants.gov.uk by no later than the Deadline to Return Confirmation Related to this EOI date. Any responses received after the Deadline to Return Confirmation Related to this EOI will not be considered by the Council, so your timely consideration of this matter is appreciated.
Potential Suppliers must note that completion of the procurement documents will require access to the internet, word processing software (e.g., Microsoft Word); and/or spreadsheet software (e.g., Microsoft Excel).

This Early Engagement must not be considered as confirmation by North Northamptonshire Council that any future procurement opportunity will be forthcoming as a result of any activity undertaken as part of the Council's Early Engagement activities. The Council does not bind itself to running a procurement or awarding any resultant contract, following the conclusion of this Early Engagement activity.
In accordance with the requirements of the Council's Contract Procedure Rules, it is committed to conducting this Early Engagement activity in such a way that it does not prejudice any future potential bidder.
