Description

Cheshire West and Chester Council wish to enter into a 3 year contract (with an option to extend 1+1 years) with a preferred supplier for the maintenance and repair of its public space Closed Circuit Television (CCTV) system.

The current system comprises a combination of approximately 300 cameras of both Pan Tilt Zoom (PTZ) and fixed cameras installed across the Borough of Cheshire West and Chester. Images are relayed back to a CCTV control centre 24 hours a day, 7 days a week, 365 days a year. Council staff view live and recorded images at the control centre.

The system is used to help deter and detect crime, to reduce the fear of crime and to improve public safety. The CCTV team works with the Council's enforcement staff, in partnership with Cheshire Police and with other enforcement agencies. The CCTV system is used to produce evidential material for court in both civil and criminal proceedings.

As the CCTV equipment is in operation 24 hours a day 365 days a year it is essential that routine inspections, preventative maintenance, repairs and service call-out work be carried out on time and with minimal disruption.

The system is operated in accordance with relevant legislation and best practice including the Human Rights Act 1998, Data Protection Act 2018, the General Data Protection Regulation, the Protection of Freedoms Act 2012 and the 12 Guiding Principles provided in the Surveillance Camera Commissioner's Code of Practice.

The Contractor must be very experienced (10+ years) in the provision, repair and maintenance of public space CCTV systems. The Contractor should have expert knowledge of the relevant quality standards, legislation and national guidance applicable to the CCTV industry generally and specifically to CCTV operated by the public sector.
