1.1 The Department for Work and Pensions (DWP) (The Authority) wishes to commission an independent research organisation to conduct qualitative research with benefit claimants to explore their reactions and responses to a set of new messages designed to improve compliance with the benefit rules and discourage fraudulent behaviour.
