Description

Children & Young People's Emotional Health & Wellbeing Service

NHS Harrow Clinical Commissioning Group (CCG) and Harrow Council are seeking to commission a targeted Children and Young People's Emotional Health & Wellbeing Service for its registered population.

In March 2015 the government published 'Future in Mind', their strategy for promoting, protecting and improving children and young people's mental health and wellbeing. With the guidance came funding to invest in children and young people's mental health services. In order to access this funding, local authorities and CCGs were tasked with developing local transformation plans, in collaboration with their key stakeholders, which clearly outline how this money will be invested. Harrow CCG and Harrow Council wrote a joint plan with North West London CCG's with 8 priority areas, all with local objectives, which was approved by NHS England in December 2015.

Priority 5 of our Future in Mind Transformation Plan: Transforming Pathways - A Tier Free System, Harrow local priority is to develop an Integrated Emotional Health and Wellbeing Targeted Service (e.g. CAMHS Tier 2/2.5). This will be an early intervention/prevention provision, identifying and targeted at children and young people with an identified need. This includes Children in Need, children with Special Educational Needs and Disabilities, Children Looked After, children and young people with challenging behaviour, bereavement, life events, school exclusion, OCD, difficulties with eating/sleeping, ADHD and ASD. It will include community outreach and provision in schools. There are an estimated 3695 children and young people (aged 0-18) in Harrow who may be eligible for this provision.

The service is to be innovative and flexible, offering short to medium term intervention, preventing further escalation of the child/young person's needs and enabling them to be empowered and more resilient. The service will offer a range of therapeutic short to medium term interventions including but not exhaustive of:

• Direct clinical 1:1 therapy CBT/Psychotherapy/DBT
• Group counselling
• Music/art/drama therapy
• Advice/support to parents/carers/professionals involved with the children and young people

The Contracting Authority anticipates awarding a contract for 2 years to the appointed provider with the option to extend for a further 1 year at the Contracting Authority's discretion. The indicative service commencement date is 1st April 2017. The annual value of the contract is estimated at £540,000 for year 1 and £540,000 - £1,080,000 for subsequent contract years.

The Contracting Authority anticipates awarding a contract for 2 years to the appointed provider with the option to extend for a further 1 year at the Contracting Authority's discretion. The indicative service commencement date is 1st April 2017. The annual value of the contract is estimated at £540,000 for year 1 and £540,000 - £1,080,000 for subsequent contract years.

Potential Bidders are invited to a market engagement event on: Monday 26th September 2016 at 09.00 am to 11.30 am in Harrow.

The market engagement event will provide further opportunities for interested providers to:
• Learn more about the proposed service model
• Contribute feedback on the proposed service model and draft specification
• Meet and network with other providers
• Find out more about the forthcoming procurement process and timeline
The format of the event will include presentations, workshop discussion groups, and an open Question and Answer session.

Following the event, 30 minute 1-to-1 discussions with interested providers will also be available to answer more detailed questions, capture feedback and innovative concepts. The information gathered will be used to inform the service model for the new emotional health and wellbeing service. Time slots must be pre-booked in advance, please indicate your preferred time on the provider registration form. Whilst every effort will be made to ensure preferred time slots are offered this unfortunately cannot be guaranteed. If there is more demand than anticipated we may also hold further conversations on an alternative date and providers will be notified if this is the case.
