Description
Birmingham City Council is interested in assessing the market to establish the options for the delivery of Adults Substance Use Treatment Service (18+) & Young People's (12 - 25) Substance Use Service.
The Council is trialling the Young People's (YP) service offering support to service users up to the age of 25 which will allow flexibility and continuity for those young people already engaged with the YP service and therefore offering choice for those YP who may not be ready to transition into the adult service and/or have additional needs i.e., mental health, housing, disability and vulnerabilities. This approach aligns with Preparing for Adulthood (PFA (14-30), Forward Thinking Birmingham (0-25) and Birmingham Housing Offer for young people up to the age of 25.
Adults Substance Use
The Adults Substance Use Service is primarily delivered from 5 community hubs across the city and is for adults (18 and above) experiencing difficulties with drugs or alcohol with approximately 5,000 individuals accessing structured treatment with the following key commissioning intentions:
- Think Family; support families during the recovery process and reducing associated harms caused to children
- A Single System with a Lead Provider and sub-contracted Community Partners
- Focus on Recovery Outcomes
Specialist teams also cover:
- Rough Sleeping
- Buvidal
- Prison Leavers
- Women & Families
- Hospitals
- Individual Placement & Support
- Blue Light
Young People's (12 - 25 years) Substance Use Service
The Young People's Substance Use Service is delivered by a single provider from a central location on the outskirts of Birmingham city centre and is a Single Point of Access (SPOC) for Young People up to the age of 25.
In order to be responsive to the needs of young people workers are peripatetic and fluid in their approach and have a presence in the 4 Youth Offending Team (YOT) bases across the city with a strong emphasis on a partnership approach across; accommodation/homelessness, exploitation, substance use, mental health, crime, education and networks.
Approximately 264 young people access the service yearly with the following key commissioning intentions:
- Minimising the misuse of drugs, alcohol and tobacco
- Reducing risk/vulnerabilities in a holistic approach
