Description
Cultivator is an innovative project providing an integrated programme of skills and business development support for Small to Medium Enterprises in Cornwall's creative industries. It is funded by the European Social Fund, the European Regional Development Fund, Arts Council England and Cornwall Council.
We are inviting tenders for a longitudinal evaluation of the Cultivator programme.
Scope of Works
This is intended to be a wide ranging and detailed examination not only of the work of Cultivator in relation to its targets and outcomes, but also its relationships with partner and other relevant organisations, and its contribution to and impact upon creative industries businesses in Cornwall and the Isles of Scilly.
The evaluation of the Cultivator project must address the following;
• The extent to which there is demand for the activities, services or facilities of the project
• The extent to which beneficiaries and users of the project consider the services and support to be relevant to their needs
• The extent to which beneficiaries have been satisfied with the quality of the service provided.
• The extent to which beneficiaries have accessed both ESF and ERDF strands
• The extent to which the project has sound management and information systems, including adequate sifting and selection process to ensure only eligible and worthwhile activities are funded
• The extent to which the forecast outputs and results have been achieved
• Lessons learned, recommendations for future project activity and delivery (including evidence of any new services) and a succession / progression plan for the project (where appropriate.)
In addition, there should be a review of the project monitoring and data and interviews with selected project staff, including those in delivery partner organisations.
