This notice is for information only. The Contracting Authority may or may not subsequently publish a formal contract notice in the future.
The Contracting Authority is potentially seeking a supplier to provide an e-procurement system capable of a range of functionality allowing the Contracting Authority to plan. prepare, run and manage procurements in full compliance with PCR15 and any and all other relevant public procurement legislation and best practice.
It is anticipated that the range of functionality required from the e-procurement system will include: planning, sourcing, tender creation and management, creation and publication of relevant notices, tender issue, tender evaluation, contract award, e-auctions, dynamic purchasing systems, contract and supplier management and data management and reporting.
The supplier shall also provide full implementation support, initial and ongoing training and initial and ongoing technical support and all necessary system maintenance and upgrades throughout the contract term
In addition to NHS Digital, it is anticipated the contract will be available for use by the Department of Health and Social Care (DHSC) and its Arms Length Bodies (ALBs) including Commissioning Support Units, Clinical Commissioning Groups and NHS Providers.
Should this potential procurement result in a subsequent contract notice, details of DHSC, ALBs and others potential use will be provided.

The Contracting Authority is holding a market engagement event which will be conducted remotely via Skype.
The purpose of market engagement event being to:
- share the contracting authority's early thinking around the potential requirement
- seek views from potential providers on the potential requirement
- give an overview of the procurement process should the contracting authority
- subsequently publish a formal contract notice

The value of £3,500,000 is an estimate only based on a potential initial contract term of four years. The Contracting Authority anticipates up to two extension periods of twelve months each.
Potential providers are advised that should the Contracting Authority subsequently publish a formal contract notice, the procurement will be managed (including the submission of tender responses) via the Contracting Authority's e-procurement portal.

MARKET ENGAGEMENT SESSION
The Contracting Authority is holding a market engagement session on Monday 8 April 2018 at 10:00am. The session which will be conducted remotely via Skype.
The purpose of market engagement session being to:
- share the contracting authority's early thinking around the potential requirement
- seek views from potential providers on the potential requirement
- give an overview of the procurement process should the contracting authority subsequently publish a formal contract notice

The Contracting Authority is offering the opportunity for potential suppliers to demonstrate their system to us should they wish to do so. Any demonstration MUST take place before any subsequent contract notice and invitation to tender document is published.
Any system demonstration is to help the Contracting Authority gather information about the type of systems which may be available in the marketplace and to help inform our potential requirement.
