Description

This is a Supplementary Update for the for the Care Quality Commission's Experts by Experience Programme Re-Procurement, and follows a Prior Information Notice (PIN) published on 23 October 2017 ( which can located at https://www.contractsfinder.service.gov.uk/Notice/590797f5-d6ef-485c-8c0c-ecbd54c08cba ) and a further update published on 9 February 2018 (which can be located at https://www.contractsfinder.service.gov.uk/Notice/68942c25-f175-43a2-9c61-260579bcb4a5)

Following the Prior Information Notice (PIN) published on 23 October 2017, market engagement activity that took place in autumn 2017 and subsequent notifications on updates to the requirement on the above service, the Care Quality Commission is now looking to share and receive feedback on;
• The draft Invitation to Tender (ITT) and other related documentation for Experts by Experience managed services

• Supplier interest in participating in the tender process which will commence in April 2018

These services to be procured via the Competitive Procedure with Negotiation contained within the Public Contracts Regulations 2015 under the light touch regime affording CQC the additional flexibilities provided for when contracting health and social care services.

CQC is keen to engage with potential supplying partners on the proposed documentation and their level of interest in the contracting opportunity. It should be noted that these services will be required to commence in the early part of 2019.

The documentation shared does not include the part A of the ITT as this is still under consideration however CQC would share the general principles to be applied in evaluation of tender submissions;
• Tenderers must meet Pre-Qualifying requirements in order to progress to invitation to full tender submission
• Tenderers that move through to the submission of full tender must demonstrate their ability to meet CQC minimum requirements in order for their submission for the additional requirements and commercial offer to be evaluated
• Any subsequent tenders invited will only be re-evaluated on the additional requirements and revised commercial submissions. No changes to tender submissions on the minimum requirements will be considered.
• Potential tenderers are reminded that although the procurement procedure to be deployed affords CQC the ability to request further submissions there is no guarantee that this will be the case if a quality; value for money solution is found in the initial evaluation of tender submissions.
