Description

The primary aim of this project is to develop HMRC's evidence base concerning customer behaviours and attitudes towards pre-population of tax details by the department using third-party data.
The project aims to deliver relevant and insightful research outputs for HMRC that will:
a) Broaden and improve our understanding of how customers react to pre-population.
b) Identify customer attitudes towards HMRC's use and possession of third party data.
The populations of interest for this project are Pay-As-You-Earn (PAYE) taxpayers, as well as both individual and small business Self-Assessment (SA) income taxpayers. Pre-population is likely to affect a diverse range of taxpayers and insights produced should, to the greatest extent possible, shed light on how pre-population will be received by a wide range of customers.
