Description

Midlands and Lancashire CSU on behalf of NHS Telford and Wrekin Clinical Commissioning Group are seeking suitably qualified and experienced providers to deliver an Online Counselling service for the Adult population of NHS Telford and Wrekin CCG.

The Contract will be for one year with an option to extend for a further 12 months. Estimated Contract Value: £69,000 for 2017/18. (Maximum budget for 1 year period) The Commissioner reserves the right to reject bids that exceed this threshold.

The CCG wishes to commission an Online service that people can access without the need for a visit to the GP. The service needs to offer online counselling, peer support forums and tools to support people with depression. The offer needs to be available 365 days a year.

Telford and Wrekin CCG has a population of 180,000. Telford is a new town and many families have little family support. The health of people in Telford and Wrekin is varied compared with the England average. Deprivation is higher than average and about 23.9% (8,000) children live in poverty. Life expectancy for both men and women is lower than the England average.

In 2012, 32.3% of adults are classified as obese, worse than the average for England. The rate of alcohol related harm hospital stays was 681*. This represents 1,063 stays per year. The rate of self-harm hospital stays was 257.4*, worse than the average for England. This represents 450 stays per year.
The prevalence of depression is high in the population and the CCG has been investing in ensuring people can get treatment early and develop skills to support themselves. The estimated prevalence of those with depression and anxiety of is 17,472. Telford has a well performing IAPT service that sees 17% of the prevalence figures and is using online support for some who are referred to their service. The CCG also commissions a listening service (where people in mental anguish can attend for 3 sessions and helped to talk and or problem solve).
Initially this will be a one year contract with the opportunity to increase this for a further year depending on the usage and outcomes achieved. Providers will need to ensure they can data to the national submission






The ITT will be live on 26th January 2017 on the Midlands and Lancashire CSU e-tendering procurement portal (Bravo) and will be open until 1200 hours on Tuesday 7th February 2017.

All submissions will be evaluated using the scoring criterion which is contained within the ITT Instructions. Clarifications may be asked during the procurement process, the deadline for ITT clarification questions is 1200 hours on Tuesday, 31st January 2017.
