Description

We want to assess how well Network Rail's routes and the System Operator (SO) engages with their customers and end users in developing their business plans. This reflects our wider objective of ensuring that Network Rail's customers/stakeholders can play an effective role in influencing what the routes/the SO should deliver, as well as in challenging them where performance falls below what is expected (as necessary).

Project objective:
The aim of this work is to support our assessment/grading (e.g. a score of 1-5) of the quality of the routes/ the SO's stakeholder engagement in preparing business plans and to inform our wider thinking for stakeholder engagement throughout CP6.
ORR's PR18 Draft Determination will discuss our findings on the routes'/the SO's stakeholder engagement.
