An international service provider will provide a FLEGT facilitation service for at least five VPA partner countries in Africa. These were initially expected to include Ghana, Liberia, Côte d'Ivoire, Republic of Congo and the Central African Republic (CAR). Democratic Republic of Congo (DRC) has subsequently replaced CAR as a focus country, as recorded in contract amendment 1, dated 10 November 2015 . The overarching objective of this Service is to facilitate a dynamic and well informed VPA negotiation and implementation that builds local ownership for the resulting VPA.
