Description

Basingstoke and Deane Borough Council ("the council") is seeking to appoint a professional consultancy to explore opportunities in Basingstoke and Deane borough for district heating schemes to ensure sustainable energy sources within existing and new developments which in addition may:
• generate income for the council
• support growth for local business
• deliver the council's ambition to match national targets of 15% renewable energy generated in the borough by 2020.
The council has selected the following sites for the scope of the study, as a minimum requirement: Basing View, Basingstoke Town Centre and clusters of council owned properties. The consultant should also consider the wider area within the Basingstoke and Deane borough boundary. Additionally, advice is requested on how district heating could be made viable at the major Leisure Park and Manydown development sites, as well as an assessment of opportunities at the Chineham Energy Recovery Facility, other local plan housing sites, and the council's managed woodland.
The required outcome of the study is a thorough, well-considered and evidence based report, with a visual summary for presentation to decision-makers, which enables the council to decide which potential projects are likely to be the most advantageous for the borough and which should progress to feasibility stage.
The council is seeking the most comprehensive and high quality submission delivering best value for money, within an allocated budget of up to £55,000.00, to include all expenses and disbursements.
Any submissions in excess of the maximum £55,000.00 budget will automatically fail and not be considered further.
The work must be completed by Friday 24th November 2017. This is a mandatory requirement.
