Description

Midlands & Lancashire Commissioning Support Unit (ML CSU) on behalf of the Commissioners' NHS Leicester City Clinical Commissioning Group (CCG), West Leicestershire CCG and East Leicestershire & Rutland CCG is inviting suitably qualified and experienced providers to deliver a Children's and Young People Early Intervention Service to provide targeted mental health and emotional wellbeing support service for young people in Leicester, Leicestershire and Rutland (LLR). The contract is for a period of 3 years with a possible extension for another 12 months and the contract value for is £360k per annum.

The key objective of this procurement process is to ensure that the successful service provider is able to provide evidence based targeted early intervention services to support the mental health and wellbeing of children and young people in community settings.

In line with the LLR Future in Mind Transformation Plan, this service will provide evidence based early intervention support for issues relating to low level mental health needs and emotional wellbeing, such as anxiety, isolation and mild depression, amongst a range of other concerns. Future in Mind shows that childhood has a profound effect on adult lives. Many adult mental health conditions show their first signs in childhood and, if left untreated, can develop into conditions which need regular care.

The service will be accessible locally and provided to all LLR GP-registered patients and will support children and young people who present with low level mental health needs, which impact on their daily lives but do not meet the Children and Adolescent Mental Health Service (CAMHS) criteria and cannot be met by universal services. It will offer a range of interventions in collaboration with other professionals and working with children and young people. Interventions will be based on the assessed need of each young person.

Providers of this service will be delivering a local service that is part of the LLR Children & Young People mental and emotional health and wellbeing pathway. They will be expected to attend provider and stakeholder events to support the evaluation and ongoing sustainable services; this will include agreeing referral criteria and acceptance of referrals from other services.

The service will be commissioned via an open procurement process advertised to all providers which is proportionate to the value and complexity of the service and contract. The ITT will be live on the 11th July 2017 on M&L CSU Bravo portal (see below) and it will have a deadline for submissions of 17:00 on the 09th August 2017.

Clarifications may be asked during the procurement process up to a week before the ITT deadline, i.e. the deadline for submitting clarification questions on the tender is 17:00 02nd August 2017.
