Brief Description of Requirement
The government's ambitious, modern Industrial Strategy sets out a long term plan to boost the productivity and earning power of people throughout the UK. It sets out how we are building a Britain fit for the future - how we will help businesses create better, higher-paying jobs in every part of the United Kingdom with investment in the skills, industries and infrastructure of the future. The Industrial Strategy will boost productivity and earning power across the country by focusing on the five foundations of productivity: Ideas, People, Infrastructure, Business Environment and Places.
As part of the ideas foundation of the Industrial Strategy, Government have committed to reach 2.4 per cent of GDP investment in R&D by 2027 and to reach 3 per cent of GDP in the longer term, placing us in the top quartile of OECD countries. Increasing investment in R&D to 2.4% of GDP in a decade is ambitious and will require concerted effort by the government and business.
The Industrial Strategy White Paper committed to 2.4% of GDP investment in R&D by 2027 and 3% in the longer term. This research could prove crucial to understanding the benefit of achieving the target, whilst achieving value for money. Outputs will aim to illustrate what the UK economy could look like in 2027 and beyond.
The research will focus on the wider benefits of R&D, such as in terms of impact on GDP and productivity. In the area of research and innovation, there is significant theoretical and empirical evidence suggesting R&D acts as a positive stimulus to productivity and therefore to GDP. This research will aim to improve the understanding of the macroeconomic effects of achieving the 2.4% R&D target in 2027.

This contract will be awarded based on the evaluation criteria set out in the ITQ document.

Full details of this opportunity can be found on the e-sourcing portal please follow instructions below. If you have not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link 'Register for CCS eSourcing'.
Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so.
Once you have registered on the eSourcing Suite, a registered user can express an interest for a specific procurement. This is done by emailing expressionofinterest@crowncommercial.gov.uk.
Your email must clearly state:
• name and reference for the procurement you wish to register for;
• name of the registered Bidder;
• name and contact details for the registered individual sending the email.
Crown Commercial Service will process the email and then enable the Bidder to access the procurement online via the e-Sourcing Suite. The registered user will receive a notification email to alert them once this has been done. The Sourcing documents can then be accessed on the eSourcing Suite at: https://gpsesourcing.cabinetoffice.gov.uk using the instructions detailed in the Specification documents within Contracts Finder.
