Description
The five CCGs in Norfolk and Waveney, NHS North Norfolk Clinical Commissioning Group (CCG), NHS South Norfolk CCG, NHS Norwich CCG, NHS West Norfolk CCG and NHS Great Yarmouth and Waveney CCG, wish to invite Stakeholders and Potential Bidders to register for and attend an Engagement Event, that is supported by NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU).
The Engagement Event will be to advise the Market and Stakeholders of the CCGs intention to secure service provision via direct awarding (without competition) to secure service provision for now and until 30/09/2020, before a procured (utilising competition under the Light Touch Regime of the Public Contracts Regulations 2015 or any superseding law) service(s) can be delivered from 01/10/2021.
The CCGs wish to invite any interested party / Provider to attend a Market Engagement Event, on the 29/11/2018, where the CCGs will present its proposals and invite feedback on these, and for interested parties to engage further throughout the planning of the proposed competitive procurement, and aid the development of service specification(s), aims and objectives, and financial model.
The engagement event will be on the 29th November 2018, in Norwich. Further agenda and location details will be sent to delegates prior to the event, following registration (instructions below).
The CCGs also wish to seek any disagreement to the plans to direct award contracts for service provision for the shorter term, so they are able to plan and align resource to the project appropriately.

Aims and objectives of service
The Norfolk & Waveney CCGs (NHS North Norfolk CCG, NHS South Norfolk CCG, NHS Norwich CCG, NHS West Norfolk CCG and NHS Great Yarmouth & Waveney CCG) are undertaking a piece of work to identify the appropriate commissioning strategy and delivery vehicle for their Locally Commissioned Services and potentially other services going forward. This work is aligned to the Norfolk & Waveney CCGs' STP plan and is set against a backdrop of the NHS Five Year Forward View, the development of new models of care and the local challenges facing the CCGs and general practice.
The geographic scope of the contract will be aligned to the Norfolk & Waveney CCGs' localities and will cover 108 general practice populations, which is equivalent to a combined list size of approximately 1 million. The contract will, however, be structured to allow for growth in the number of patients.
It is the CCGs' intention to let 5 contracts, one at each CCG level, to deliver a range of locally commissioned services. It is also the intention of the CCGs to structure the contract to allow for additional services to be included in the scope of the contract during the period of the contract.

Services in scope
The CCGs wish to engage with the market and stakeholders regarding appropriate in-scope services, however to enable interested parties to understand the types of services that may be included, a list of services being considered is included below, however this is subject to change to remove services and also add services to this list:

Integration, Innovation and Transformation
The CCGs' shared strategy is to design a delivery model that is both innovative and transformational. The CCGs' vision is to deliver relevant services in a fully integrated and patient centric manner across the whole of the health and social care spectrum. They will therefore need to ensure that the locally commissioned services can be delivered in a way which supports progress towards integration of services.
The objective of this work is to ensure that the portfolio of local services commissioned by the CCGs is appropriately aligned with their strategic vision, as well as best quality of outcomes for patients.
Interim Service Provision
The CCGs believe that for the above strategy to be fully delivered they should undertake a 2-year Interim Service Provision of at-scale working through GP federations, the "Review Period". This will commence on 1st October 2019. The key outputs will be to test and refine service pathways, contract mechanisms and outcome metrics before committing to a longer-term contract ensuring that the service is ready to enable the vision described above to be delivered. This sets a clear deadline for a full open procurement process, which would / should commence in October 2020 for service commencement in October 2021.
