Description
North West Business Finance, Finance Yorkshire and North East Finance are seeking to commission an independent evaluator to carry out a final evaluation of their JEREMIE venture capital and loan funds. This is a requirement of their European Regional Development Fund funding. As with a mid-term evaluation exercise which was undertaken in 2013, it has been agreed that one firm of consultants should conduct all three reviews. The final evaluation will build on the 2013 review, assessing the individual performance of each Fund. It will consider wider economic impact, local added value and identify overarching policy lessons which can be drawn from the performance.
The review will comprise:
1. three separate, stand-alone reports on the performance and cumulative achievements of each of the holding funds and portfolio of sub-funds; and
2. an overall summary report which:
a. sets out the main conclusions of the three Holding Fund reviews;
b. evaluates the collective achievements of the three Northern JEREMIE Funds and their economic impacts and impact on business growth, (performance) productivity and jobs; and
c. describes any best practices identified and lessons learnt from across the three Funds specifically and the JEREMIE/Holding Fund concept generally.
