Description
The overall purpose of the work included in this invitation to tender is to provide information on the feasible technical capability (particularly regarding flexibility of generation) and costs of CCUS power technologies.
BEIS is looking for a contractor or contractors to provide external technical advice to an analytical project looking at the role of CCUS within the UK electricity system. The work aims to update the representation of Power CCUS within BEIS internal modelling tools and to use these tools to assess the role of CCUS.
The overall purpose of the work included in this invitation to tender is to provide information on the feasible technical capability (particularly regarding flexibility of generation) and costs of CCUS power technologies, which can be used to update modelling assumptions in the BEIS Dynamic Dispatch Model. This should cover three CCUS power applications, including:
• Combined cycle gas turbine (CCGT) with post-combustion capture and storage
• Oxy-fuel combustion with gas, with carbon capture and storage
• Hydrogen generation with carbon capture and storage, intermediate hydrogen storage, and hydrogen turbines
This work will involve provision of technical assumptions to BEIS in the form of data tables and a report. These assumptions will be used to update the Dynamic Dispatch Model (DDM). The external technical advisor will also be required to attend a meeting at BEIS after the updated model runs are complete, to give feedback on the operation of the model.

The contractor must demonstrate in-depth technical knowledge of:
- Combined cycle gas turbine (CCGT) with post-combustion capture and storage
- Oxy-fuel combustion with natural gas, with carbon capture and storage
- Hydrogen generation with carbon capture and storage, intermediate hydrogen storage, and hydrogen turbines
- The electricity system and the role of different generators within it.
The work specified here forms part of a wider work programme to update BEIS internal modelling and assess the role of CCUS within the electricity system. It needs to be undertaken and completed prior to April 2018.

BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions( T & Cs) with an amendment as specified in the Invitation to Tender (ITT). The ITT and T & Cs are available on Contracts Finder with this notice. The Contractor's Standard Terms and Conditions of business shall not apply to this Contract.

It is no longer necessary to send hard copies of your proposal and declarations. However if you would like to send hard copies of these (in addition to the version emailed), please send these by the tender deadline addressed to Jonathan Baker-Brian, 3rd Floor Spur, BEIS, 1 Victoria Street, London SW1H 0ET. Envelopes/ packages should bear no reference to the tenderer by name and must be clearly marked as "Tender". However hard copies are purely optional, so the only obligatory requirement is to email the proposal by the deadline.
After reviewing and evaluating the written proposals, BEIS may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place on 26/2/2018. Project completion is required by 13/4/2018.
