Description

The aim of the CMT is to help Highways England to address high numbers of road traffic offences in which drivers:
- Ignore Red X signals;
- Use dynamic hard shoulders (DHS) when they are closed to traffic; and/or
- Do not adhere to national or mandatory variable speed limits.
The CMT is intended to:
- Identify locations with both good and poor compliance levels to better understand real world causes
- Enable Highways England to prioritise interventions to improve compliance
- Complete the feedback loop to show the effectiveness of various compliance interventions, including effectiveness of media campaigns.
