Description

Tenders are invited for the supply of a telecare system comprising a call handling platform and the central equipment to operate the platform. The system is required to maintain compatibility with existing telecare equipment, and with additional compatible peripheral equipment to be purchased in the future (separate to this tender exercise and contract).

Derby City Council Carelink provides a non-statutory community alarm call handling service, and installs telecare equipment to help people remain independent in their own homes. The current IT system is a call handling platform for managing alerts raised from community equipment installed in customers' homes. The system is hosted on a separate network with its own servers in the Council House, which are approaching the end of their life. The current support and maintenance agreement is due to end in October 2019. Derby City Council therefore need to replace the existing system, maintaining compatibility with existing telecare equipment and to be compatible with telecare equipment procured in the future. The contract will be for call handling platform and the central equipment to operate the platform.

The system needs to enable team members to programme equipment on site and remotely access the call handling system, and the Supplier is required to implement the newly procured system with Carelink for it to be in full use ready for 01/10/2019.

There is a maximum budget of £150,000 for the implementation, and although annual budgets for the support and maintenance have not yet been finalised for the potential maximum length of the contract, it is anticipated the annual level of funding will not exceed £30,000. The total contract value has therefore been set at £450,000.

There will be options to extend the contract for up to five years in annual increments, subject to satisfactory performance and business needs. The maximum contract term is ten years.

Conditions relating to environmental and social requirements of the contracting authority may be included in this contract. Please refer to the procurement documents.

Please note, suppliers wishing to express interest and obtain the documentation, must do so by 10:00 on 17 April 2019. It is recommended that you express interest and obtain the documentation well before this time to allow sufficient time to prepare and submit a comprehensive response. The deadline for returns is 10:00 on 18 April 2019. https://www.eastmidstenders.org is where you can express interest and obtain the documents. Please note we will only accept expressions of interest and tender responses through the e-tendering system.
