Description

The pan Essex Integrated LD Commissioning Team have been successful in its bid for NHSE Funding to implement a Keyworker Service for Children and Young People (C&YP) with Learning Disabilities (LD) and or Autism, on behalf of the Southend, Essex and Thurrock (SET) Transforming Care Partnership (TCP). The NHS Long Term Plan sets out the requirement to reduce the number of C&YP with learning disabilities and autism placed in an in-patient setting to between 12-15 per million population. Building the Right Support has three key outcomes that the SET TCP is committed to delivering; improving the quality of life for people in inpatient services and community settings, improving the quality of care for people in inpatient services and community settings, and to reduce reliance on inpatient settings.

The Keyworker Service aims to achieve these outcomes by recruiting Keyworkers over the next 2 years to work with those C&YP most at risk of admission, to help them navigate the system whilst holding it to account in its development/action of plans of care agreed/required to reduce this risk. The Keyworker Service is expected to deliver the following National Metrics:
-By the end of March 2023, all children & young people (C&YP) identified as red or amber on the Dynamic Support Register (DSR) will have a named Keyworker
-By the end of March 2023, all C&YP placed in a Tier 4 Inpatient Service will have a named Keyworker

This will be a joint procurement via a one stage tender under the Light Touch Regime, undertaken by the participating Contracting Authorities, NHS Mid Essex Clinical Commissioning Group (CCG), NHS Basildon and Brentwood CCG, NHS Castle Point and Rochford CCG, NHS Southend Clinical Commissioning Group, NHS Thurrock CCG, NHS North East Essex CCG, and NHS West Essex CCG, herein known as "the Authority," to award a contract for provision of the Keyworker Service for a period of three years, which assumes a phased recruitment plan post award to the successful provider, from 1st February 2022 - 31st January 2025, at an aggregate contract value of up to £2.5m over such term. The indicative date for the ITT to be released is 1st June 2022.

The Authority invites interested providers to attend a virtual pre-procurement market engagement event which will be broadcast via Microsoft (MS) Teams. The format of the event will be a presentation from the commissioners followed by a Q&A for Bidders. The information gathered will support commissioners to understand better the service model to put in place and will be used to inform the approach to the procurement process. All organisations wishing to attend the event must complete, and return a Booking Form via Attain's the eProcurement portal (https://attain.bravosolution.co.uk/web/login.html) via Current Opportunities (Ref "sq_64") by no later than 10th May 2022 at 17:00.
