Brief Description of Requirement

UK Shared Business Services Ltd (UK SBS) on behalf of UK Research and Innovation (UKRI), wishes to establish a contract for the replacement and installation of a cooling water system for the Riken Magnet Cooling Water System. Contract Start Date will be October 2020.

UK SBS is managing this procurement process in accordance with the Public Contracts Regulations 2015 (as amended from time to time) (the 'Regulations').
This is a Services Contract being procured under the Open OJEU procedure regulations.

The ISIS Neutron and Muon Source is a world-leading centre for research at the STFC Rutherford Appleton Laboratory near Oxford.

RIKEN is an instrument beamline that guides Muons - sub-atomic particle - to the end of each beamline where research huts or ports are situated. Various instruments allow the scientist to use the muon source for a wide range of applications (e.g. examine superconductors, battery materials, catalysts, cultural heritage artefacts etc).There are four ports of which only three are currently active (i.e. Ports 2, 3 and 4). The whole RIKEN beamline and supporting systems are over 30 years old.

Given the system age and recent minor leakages, STFC have decided to replace all of the demineralised cooling water system pipe work with an equivalent using ASME BPE 316L Hygienic grade stainless steel pipework.

The existing main RIKEN flow panel situated in the North Tunnel, which monitors and measures flow and temperature for each magnet return, requires upgrading from Copper to 316L stainless steel.

In outline, this tender calls for the following work to be carried out;
• To replace the RIKEN flow panel in the Northern Corridor with a new ISIS equivalent. The Contractor will be responsible for the supply and installation for all materials associated with the panels except the flow meters and control valves.
• To replace all flow and return Copper pipework that terminates at water panels or 'take off' points for each magnet / power supply with ASME BPE 316L Hygienic grade stainless steel pipe work. The Contractor will be responsible for the supply and installation for all pipework, hoses and fittings.

A brief summary of the requirements has been provided above, please ensure you review all additional appendices for full details of this requirement. All additional appendices can be found within Stage One:Overview Section on the Delta eSourcing Portal.
