Description
NHS Southwark Clinical Commissioning Group (CCG) England (the Contracting Authority) is seeking to identify a suitable provider of Primary Care GP Services to undertake a GP caretaking contract in London for Avicenna Health Centre Caretaking in London Borough of Southwark.
The successful Bidder will be required to provide general medical services at Avicenna Health Centre, 2 Verney Way, London , SE16 3HA, using the current clinical staff and non-clinical staff, where employed, to ensure continuity of service provision for patients. The successful Bidder will also be required to ensure that the Avicenna Health Centre is managed and provides high quality general medical services in a consistent and accessible way, to meet the needs of the registered patients. This will include providing clinical leadership to the practice team and establishing robust governance processes.
The successful Bidder will be required to enter into lease for the use of the property with the Head leaseholder with the APMS Contract.
The Contract awarded as a result of this procurement will be for a period of 8 months and 18 days from 14th July 2017 to 31st March 2018 followed by an optional extension of 6 months (to 30th September 2018) until a final commissioning decision is implemented.
The Provider shall ensure as a minimum that the Practice maintains its current opening and surgery consulting hours as follows:

Tuesday 08:00 - 19:30
Wednesday 08:00 - 19:30
Thursday 08:00 - 18:30
Friday 08:00 - 18:30
Saturday Closed
Sunday Closed
The Provider will be required to become a member of Quay Health Solutions Community Interest Company, the GP Federation in North Southwark. The successful bidder will be expected to work closely with QHS to ensure that patients of Avicenna Health Centre have access to population services and access to primary care services 8am - 8pm 7 days per week through the extended primary care service
Prospective bidders are requested to note that, due to operational necessity, the start date for this contract is 14th July 2017. Therefore the mobilisation start date is within a very short time period from announcement of award. Please only submit a response if you can achieve the very tight mobilisation period.

The practice provides essential and additional services and a range of enhanced services. The practice is located in purpose built premises and the bidder will be required to enter into lease for the use of that property with the Head leaseholder with the APMS Contract.
The lease is to be accepted under the terms provided and rent and rates reimbursed as pass through costs.
The Contracting Authority will reimburse the Provider for rent and business rate costs as pass through costs. Clinical waste collection service will be covered by the current contracted arrangement commissioned by the NHS England.
The Provider will be expected to fund utility and any appropriate FM Services costs for the premises solution.
Providers will be responsible for the provision and cost of equipment, if required to ensure the appropriate level of service.
This Tender process is being managed by North East London Commissioning Support Unit (NEL CSU) on behalf of NHS Southwark CCG (the "Contracting Authority") in connection with a competitive procurement exercise that is being conducted in accordance with a process based on the Open Procedure under the Public Contract Regulations 2015 ("the Regulations" (as amended)). The services to which this Procurement relates fall within the "Light Touch Regime" (LTR) governing procurement of Health, Social, Education and Other service contracts. Neither the reference to "Open Procedure", "ITT", "PQQ / SQ", the use of the term "Tender process" nor any other indication shall be taken to mean that the Contracting Authority intends to hold itself bound to any of the Regulations, save those applicable to LTR provisions.
The Procurement process will be facilitated entirely online via the e-procurement portal (ProContract).
