Please note this is a Prior Information Notice and tender documentation is not available yet.
ESPO will shortly be seeking to establish a framework agreement with a number of suppliers for the provision of language support services including interpretation (both verbal and non-verbal), translation and transcription services. The content of such services will be in a format from English into a wide range of languages and from those languages into English, or other languages as requested by the customer.
The framework will include multiple lots in light of the services mentioned above, including a managed service lot.
Whilst the lot structure of the existing solution has been included herein, ultimately the final lot structure and scope of the framework will be determined during the upcoming stakeholder engagement.
Upcoming engagement will help to shape the final structure and scope of the framework. If you wish to take part in this engagement please look out for the forthcoming request for information which will be shared via the messaging system on our e-tendering portal www.eastmidstenders.org. Please note that you will need to initially express an interest in this 402_20 tender activity via the portal.
Lot 1: Face to Face Interpretation Services (Verbal).
Lot 2: Face to Face Interpretation Services (Non-Verbal).
Lot 3: Telephone Interpretation Services.
Lot 4: Video Interpretation Services (Verbal).
Lot 5: Video Interpretation Services (Non-Verbal).
Lot 6: Translation, Transcription and Additional Services.
Lot 7: Managed Service for all Interpretation, Translation and Transcription Services.
The framework agreement has the option to extend for up to a further 24 months. The total estimated value stated includes the option period.
An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement.

ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself. Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Public Contract Regulations 2015 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Public Contracts Regulations 2015 or other public procurement legislation. Accordingly, this is provided for bidders' information only.
