Description

This task is to provide technical and commercial services input to inform the development of the AD suite of contracts including, but not exclusive to, the development of new contract documents as well as ongoing support for existing contracts in place including AD and ASCs. The task will also include work necessary to review, learn lessons and consider improvements to the AD model contracts to enable roll out in line with the renewals programme.

The task also requires the Supplier to review and deliver improvements to the processes CD&A use to undertake contract development, leading to quicker and better quality contract development in the future. AD contract knowledge transfer is also required to the operational teams for each contract to enable Highways England to understand and implement the contracts effectively, in order to mitigate any risks to delivery.
To achieve challenging timescales Highways England requires a high and consistent level of specialist technical and commercial advice and services, in the development and drafting of contract documentation. Highways England does not possess the resources internally.

Transfer of knowledge to Highways England staff during, and on completion, of this Task Order will be a key requirement to enhance the in-house knowledge and experience for future contract development work.

All project management expertise to be used will be supplied from existing internal resources.

The risk is that if we do not have the appropriate level of support, training or correct technical requirements incorporated into our contract documentation there will be significant implications on the business and our Supply Chain.
