Description
Supplementary Non-Emergency Patient Transport (NEPTS) for Mid, South & West Essex CCGs.
There are 3 main NEPTS providers across Essex. ERS serve Mid Essex, EEAST serve West and a combinationof EEAST and Thames serve South Essex.
Whilst over 90% of activity volumes are met by these providers, the CCGs are having to use a number ofadditional providers at short notice to supplement this provision.
At present, this NEPTS activity is sourced from a small number of known PTS providers.
The CCGs can sometimes struggle to fulfil the patient journey requirement, therefore are keen to increase thiscapacity through a Dynamic Purchasing System Framework.
Lot 1 Outsourced Service
The Patient Transport Service (PTS) is for NHS non-emergency patients and their escorts who meet the eligibility criteria as defined by the Department of Health on 19.9.2007. These are journeys between their place of residence and healthcare facilities. The place of residence is defined as any address specified at the time of booking, e.g. home, nursing home, hospice, hospital or treatment centre. There may be a requirement for patients to be taken to non NHS establishments e.g. Private Hospitals; however this will only be the case when they are going to receive NHS funded treatment at that establishment.
Lot 2 Critical Care Transfers
In 2018/19, the CCG becomes responsible for sourcing low level critical care transfers between acute trusts following a change in the EEAST blue light contract (currently within the EEAST blue light contract). This equates to roughly 600 journeys per year across the 6 CCGs. Across the STP, CCGs have no contractual or regular arrangements outside of the EEAST blue light contract for the provision of technician/paramedic crew activity.
