Description

(Derbyshire Local Authority covers and is responsible for both Derbyshire and the Glossop area)
NHS Arden & Greater East Midlands Commissioning Support Unit (NHS Arden & GEM CSU) on behalf of NHS Derby and Derbyshire Clinical Commissioning Group and NHS Tameside and Glossop Clinical Commissioning Group are inviting Expressions of Interest from suitably qualified providers capable of delivering the health contribution to the Multiagency Safeguarding Hub Service referred to as 'Starting Point' for children and Young People residing within Derbyshire Local Authority geographical footprint.

Currently services are being delivered via a proof of concept and are due to expire on 31st March 2020. Recurrent funding has been secured for an initial term of 3 years with option to extend up to a further 24 months based on performance.

Starting Point acts as the first point of contact for Derbyshire Children Social Care for Early Help Assessments/requests for support, Police Domestic Abuse notifications, Social Care Children in Need referrals and safeguarding/child protection concerns. Starting Point includes representatives from Children's Social Care, Local Authority Children Services, Police and Health working together at a central location. Virtual links exist to other health services including GP Practices and other agencies such as Education, Probation, Fire & Rescue Service and Housing

The overarching principles of the services will be to;

• Reduce the impact of abuse / maltreatment to children and young people and their families in Derbyshire
• Prevention of impairment of children's health or development
• Ensure that multiagency child protection/safeguarding arrangements are robust and timely
• Work collaboratively with the Children Social Care and Police to facilitate strong partnership working arrangements which enhance the understanding of each agency role to promote the welfare of children and protect them from harm
• To work in partnership with the Local Authority, Police and other key partners to agree on a course of action to safeguard children and Young people.
• Liaison with health partners and professionals in Derbyshire and Tameside and Glossop about the ongoing needs of children and plans to safeguard them.

The aim of this Expression of Interest is to;

1. Allow the market visibility of the proposed / future opportunities;

2. Support the CCGs informed decision making on the future commissioning of this service (as applicable) and support the development of the specification;

3. To help refine the future commissioning and procurement approach and;

4. To gauge the level of interest from the market of capable providers with capacity across Derbyshire to deliver the services illustrated above and as specified within the service specification.

Please note this is a market testing exercise and does not commit the CCG to carry out a procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.
