Contract value: Circa £100K for the development of content/TV programmes (excludes costs of transmission of content/TV programmes)
Contract commencement date: The successful providers are expected to be fully operational, providing services from 01 January 2018 or earlier by agreement.

Description of the procurement:

AG CSU, acting on behalf of the NHS England (Health and Justice, East Area Team) (The commissioners) invites expressions of interest (EOI) from suitably qualified broadcasters/in-cell TV providers (including third sector organisations, social enterprise and other providers) to provide healthcare content suitable for in-cell TV broadcasting to East of England prisons. The potential service providers are advised to register their before the end of Friday 29 September 2017.

NHS England (Health and Justice, East Area Team) will be the contracting and commissioning authority for healthcare content (TV programmes) on in-cell TV.

In-cell television broadcasting offers education, information and entertainment to prisoners. It may already be provided in some prisons. In-cell television broadcasting depends upon several elements:
1. The purchasing of existing content (TV programmes) and/or the development of content (TV programmes) specifically for broadcasting to prison cells
2. The provision of hardware (televisions) in-cells
3. The availability of a private network to broadcast content (TV programmes)

This procurement is looking to commission item number 1 in the above list. Items 2 and 3 above are out of scope for this procurement.

The service provision requires the service providers to develop content (TV programmes) which either deliver healthcare interventions or health promotion for adult prisoners through in-cell TV for subjects including:
1 Smoking cessation advice
2 Coping therapies
3 Advice re Management of long term conditions
4 Advice re testing and screening for infectious diseases

For this service provision AG CSU would like to encourage innovative solutions including consortia, strategic alliances and sub-contracts which will deliver value for money and improved services to patients.

The commissioners encourage innovation and use of technology within service delivery. They are seeking solutions for the provision of this service with the following aims:

# Swift development of content (TV programmes) by a suitably qualified broadcaster of in-cell TV. English prisons become smoke-free establishments by April 2018 and therefore it is essential that the delivery of smoking cessation services by in-cell television is available by January 2018.
# Find a provider who is able to work effectively and in partnership with the prison service within a secure setting.
# Establish contracts for services that have been market tested to represent best clinical quality.
