Description

Babcock acting as the Authority's Agent, intend to negotiate a single source enabling contract with Caterpillar Shrewsbury Ltd, for the repair of a quantity to not exceed 100 of the X200 Transmissions fitted to the Bulldog Armoured Fighting Vehicle Platform.

It is considered that this Contract can be placed using the Negotiated procedure without prior publication pursuant to Article 28(1)(e) of the Directive 2009/81/EC(Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contract Regulations 2011) for technical reasons.

Allison Transmissions are the OEM, all drawings and specifications of the X200 were developed with internal funding and are proprietary to them, and are a highly specialised type of transmission modified to fit the specific application. This requirement is for the repair and reconditioning of the X200. Without the detailed technical information referenced above a Supplier would not be able to ensure repaired and reconditioned X200's were fit for purpose in accordance with the original design specifications, or maintain configuration control such as build standards, drawing and test specifications. The X200 is part of the safety critical part of the Bulldog powertrain and is therefore essential to the safe operation of the Bulldog platforms and maintaining the status of the safety case at ALARP.

Caterpillar Shrewsbury Ltd are the only agent in the UK that Allison licence to carry out work on their range of defence products and as a consequence Caterpillar Shrewsbury Ltd is the only supplier with access to the design information and technical details, data and knowledge necessary to fulfil the requirement. The design information and technical details, data and knowledge are not available to any other supplier.

This notice is not a request for expressions of interest so please do not apply to be invited to tender. This notice advises that the UK Ministry of Defence is to place a single source non-qualifying contract with the named supplier to satisfy repairs to critical assets whilst an enduring solution is progressed.
