DETAILED INFORMATION CAN BE FOUND IN THE CONTRACT NOTICE WHICH IS PROVIDED AS AN ATTACHMENT
Crown Commercial Service, as the Contracting Authority, is putting in place a Pan Government Framework Agreement, for the duration of 3 years plus 1, for the provision of managed learning services for use by UK public sector bodies identified at paragraph VI.3 of the Contract Notice (attached), and any future successors to these organisations, which include:Central Government Departments and their Arm's Length Bodies and Agencies; Non Departmental Public Bodies; NHS bodies and Local Authorities.
The above mentioned Public Sector Bodies have a need for the appointment of a single prime contractor, or a consortium
with a lead supplier acting as prime contractor, to work in effective partnership with participating organisations by providing access to a range of high quality learning and development services and
solutions designed to meet the needs of the Civil Service and UK public sector bodies, on a managed service basis. This procurement relates to the Administrative social, educational, healthcare and cultural services which are listed in Schedule 3 of the Public Contracts Regulations 2015 (PCR) 2015 as a specific service.
This procurement is being conducted under the Light Touch Regime ('LTR') and will be conducted in accordance with regulations 74 to 76 PCR 2015 in the style of the open procedure.

using the instructions detailed in paragraph III.2.1. of the Contract Notice (attached).
Although this procurement is being run under the Light Touch Regime, the Authority has chosen to observe a Standstill Period. Following a Standstill Period of ten (10) calendar days and subject to there being no substantive challenge to the Intention to Award, a Framework Agreement will be formally awarded.

Candidates will be assessed in accordance with Section 5 of the 2015 Public Contract Regulations (implementing the Directive) on the basis of information provided in response to an Invitation to Tender ("ITT").
This procurement will be managed electronically via the Crown Commercial Service's e-Sourcing Suite. To participate in this procurement, participants must first be registered on the e-Sourcing Suite. If you have not yet registered on the eSourcing Suite, this can be done online at https:// gpsesourcing.cabinetoffice.gov.uk by following the link 'Register for CCS eSourcing'. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so. Once you have registered on the eSourcing Suite, a registered user can express an interest for a specific procurement. This is done by emailing expressionofinterest@crowncommercial.gov.uk
Your email must clearly state: the name and reference for the procurement you wish to register for; the name of the registered supplier; and the name and contact details for the registered individual sending the email. Crown Commercial Service will process the email and then enable the supplier to access the procurement online via the e-Sourcing Suite. The registered user will receive a notification email to alert them once this has been done.
As a user of the e-Sourcing Suite you will have access to the Emptoris messaging service which facilitates all messages sent to you and from you in relation to any specific RFX event. Please note it is your responsibility to access these messages on a regular basis to ensure you have sight of all relevant information.

Responses must be published by the date in paragraph IV.3.4. of the Contract Notice (attached).
Potential suppliers should note that, in accordance with the UK Government's policies on transparency, Crown Commercial Service intends to publish the Invitation to Tender (ITT) document and the text of any Framework Agreement awarded, subject to possible redactions at the discretion of Crown Commercial Service. The Authority and other contracting bodies utilising the Framework reserve the right to use any electronic portal during the life of the agreement.
Important Notes:
a) all stated Contract values are estimates only. Suppliers are not guaranteed business through this Framework Agreement;
b) the Authority has the option of extending the Framework Agreement for a further year beyond the "Contract end date" stated in this Notice.
