Description
Title: Plant Hire
Description: Sandwell MBC Highways Services are responsible for co-ordinating plant hire throughout Sandwell. Highways Services are working with the Corporate Procurement Service in order to establish a Framework Agreement for the provision of plant hire to supply a range of plant, including compressors, rollers, plate vibrators, excavators, tippers and other specialist plant to meet the plant hire requirements of Sandwell MBC (the "Council"). Highways Services wishes to invite interested suppliers ("Tenderers") to participate in a tender exercise in relation to the Framework Agreement. The plant hire contract covers a multitude of Plant and equipment for short and long term periods. Details of which are provided in the Price Schedule.
Suppliers should be working towards or be accredited with the following or equivalent; ISO 9001:2015, ISO 14001:2015, BS OHASA 18001.
All plant supplied under this contract must be as specified in the Price Schedule and must be no older than 3 years old.
All plant supplied under this contract must be safety checked and come under a strict maintenance regime.
All plant requested must be supplied within 3 working days and shall be delivered to the specified address.
All plant supplied must arrive in good working order.
All plant must be delivered within normal working hours (Monday - Friday 7.00am - 3.30pm). There may be instances where plant is required out of hours, e.g. weekend.
Suppliers shall notify the Council of their fair wear and tear policy prior to the commencement of the hire of any plant items.
All defective plant must be replaced within 24hours.
Suppliers must provide the following Health and Safety data for any items of plant that is hired:
Data sheet and operating manual
Hand Arm Vibration (HAVS) including trigger times.
Noise
Whole Body Vibration (WBV)
Where applicable hand tools must comply with the Control of Vibrations at Work Regulations 2005.
If the Primary Supplier on any occasion cannot supply a particular piece of plant within the 3 day turnaround, or if they are underperforming, then the Council reserves the right to go to the next supplier in the list.
The Contractor shall undertake repairs and maintenance work to tenanted properties, in order to raise the dwelling to an acceptable standard of fit and finish.
Typically work will include building and renovation operations. Trades generally required are carpenters, plumbers, bricklayers, plasterers, painters and decorators, labourer's, ground-workers, electricians and gas engineers. However, this list is not exhaustive.
