Description
Our vision is that everyone of working age and able to work should leave prison prepared for employment or further education and training. We want to establish a 'golden thread' of learning, skills development and progress across all areas of education, skills and work in custody to ensure every prisoner is on a learning, employment and personal development pathway towards outcomes on release.
Two key priorities moving forward are improving literacy and numeracy of all prisoners and offering prisoners education, skill and work opportunities that will increase their prospects of finding a job on release.
Solutions which deliver English learning in an appealing and accessible way to prisoners (including those that may have additional learning needs) who are currently unable or unwilling to engage in the current education offer to improve their literacy skills. We are particularly interested in approaches that support prisoners with a range of reading and writing needs, including decoding, word reading, reading fluency, vocabulary learning, spelling and reading/writing practice.
This is a lotted procurement, made up of the following lots:
Lot 1 - North (HMP Askham Grange, HMP Humber, HMP Leeds)
Lot 2 - North/Midlands (HMP Risley, HMP Nottingham, HMP New Hall)
Lot 3 - Midlands (HMP Stocken, HMP Featherstone, HMP Lincoln)
Lot 4 - East (HMP Onley, HMP Norwich, HMP Highpoint)
Lot 5 - South (HMP Elmley, HMP Swalesdale, HMP Guys Marsh)
This procurement will be run as a five-lot two stage (concurrent) open tender. Bidders will have the option of which of the five lots they wish to be considered for (a minimum of one and a maximum of five) and their preference order for the lots, since each bidder will only be awarded a maximum of one region. The tender for each lot will be the same and bidders will only have to submit one tender. The bidder with the highest score will be awarded their first-choice region, the bidder with the second highest score will be awarded their first-choice region out of the remaining option, and so on until all regions have been awarded. Should there for some reason be fewer successful bidders (those who have passed the evaluation with a sufficiently high score) than regions, bidders may be awarded additional regions. The Contract has 25-month initial duration, plus an optional 24-month extension.
The Authority is using the Jaggaer electronic eSourcing Portal (formerly Bravo) for the procurement. The ITT, which is comprised of a number of volumes, is available only in electronic format via the eSourcing Portal. Bidders must register the names of all contacts requiring access to the sourcing event and should submit queries via the eSourcing Portal.

The eSourcing Portal and procurement documents: The Authority is using the Jaggaer electronic eSourcing Portal (formerly Bravo) for the procurement. The ITT, which is comprised of a number of volumes, is available only in electronic format via the eSourcing Portal. (see Link 1) Bidders must register the names of all contacts requiring access to the sourcing event and should submit queries via the eSourcing Portal.
This requirement has been classified as being subject to the Light Touch Regime under the Public Contract Regulations 2015. Under the Light Touch Regime, the Authority is not obliged to observe the full
requirements of the Regulations, including the detailed rules and timescales applicable to the procurement procedures covered by the Regulations. This is irrespective of the use of this standard notice (the Authority is unable to use the Light Touch Regime notice for technical compatibility reasons). The Authority will comply with its equal treatment, transparency, non-discrimination and proportionality obligations throughout the procurement.
Award of contract: The Authority is not committed to any course of action as a result of this Contract Notice. It is not liable for any costs incurred in respect of expressing an interest, participating in dialogue or in tendering for this opportunity. The Authority reserves the right to abandon or terminate the procurement and not to award a contract at its own discretion. Nothing in this Contract Notice shall generate any contractual obligations prior to the signature of a Contract

Bidders are reminded that participation in this procurement will be subject to the conditions of participation set out in the procurement documents and the eSourcing Portal.
Transparency: HM Government requires that tender documentation issued by government departments for contracts exceeding 10 000 GBP over the life of the contract are published online (www.gov.uk/contractsfinder) for the general public. The resulting contract shall also be published. The Authority may use its discretion to redact information to protect key commercial interest or on prescribed grounds. Therefore potential providers who wish information not to be published, if successful, should secure agreements with the Authority prior to submission. These could cover key commercial interest, trade secrets and commercial interests which would be prejudiced by publication, all following the test in section 43 of the Freedom of Information Act 2000.
