Description
The London Borough of Tower Hamlets (LBTH) is seeking a provider with experience in either the private or public sector to develop and deliver a new Web Content Management System (CMS) for its main website www.towerhamlets.gov.uk. The aim of this project is to bring the system up to date and enable a more user friendly and efficient development, editorial and publishing experience, as well as delivering a modern user-friendly website with enhanced service-delivery to residents. The council's incumbent web CMS solution, Immediacy 6.1, will very soon no longer supported and therefore the immediate implementation and delivery of a new suitable web CMS is required ASAP. Therefore we are seeking bids from interested parties who will be able to begin immediate delivery if awarded the contract. LBTH has not settled on a suitable CMS platform for its websites but keen to use an open source CMS that can be maintained and supported in the future. It should have proven successes and be a market leading, flexible platform that will be able to provide an intuitive, interactive, responsive and accessible website where its users will be able to access information about the council and its services, as well as access services directly and easily. The new CMS should aid the council's aim of channel shift from direct and phone contact, to online-only transactions for key services. The CMS should be able to work well with relevant third party software used by the council, such as online payment systems and potentially a single sign-on online account such as Agilisys Digital. Any developments of the CMS created by the council will be the council's intellectual property. In addition, the council has a number of microsites that the council wishes to incorporate into the main site when implementing the new CMS. The new CMS should allow for sub-domains with slightly different branding to facilitate this (examples include the current http://www.towerhamletsarts.org.uk/ and THH http://www.towerhamletshomes.org.uk/ websites). The new CMS needs: 1. the author User Experience (UX) to be neat, intuitive and user friendly 2. technical redevelopment to bring system up to industry standard 3. to allow for a better use of images and videos that will work in a responsive design 4. content review and migration 5. current design to work on new CMS with code updated to ensure true responsive design and that we meet the WCAG 2.0 accessibility standards 6. to support easy automation of backups, and restores at both CMS and database level 7. support content approval workflow processes - there is likely to be several 8. include a smart way to publish a variety of news and events - from park community events to licensing upda..(view full details to see more)
