Description

Westminster City Council and the Royal Borough of Kensington and Chelsea are recommissioning their current homecare services and are seeking a range of Providers for inclusion on a closed framework agreement who can demonstrate a strong record of accomplishment in the delivery of domiciliary homecare services for adults. This opportunity is offered via a Multi-Lot Framework designed to establish a pool of qualified providers capable of delivering high-quality homecare services. The service provision falls within the within the scope of "social and other specific services" set out within Schedule 3 of the Public Contracts Regulations 2015 (PCR) Consequently the Light Touch Regime will be applied to this procurement.
Service Overview: The homecare service will provide care and support to people in their own homes. This procurement is being conducted under the Light Touch Regime, providing flexibility in defining the procurement process. The Framework is a two-stage light touch process with restricted tender principles in accordance with Regulation 76 of the PCR.
Framework Details: The Homecare Framework is based on a core neighbourhood approach, with the main Lot 1 providing the majority of the homecare provision across the boroughs, enhanced and supported by provision across a further four Lots. The Framework consists of five Lots, allowing the Councils to purchase packages of care on a spot basis in line with the call-off arrangements described within the ITT Pack. The contract opportunity is divided into the following lots:
1. Lot 1: Neighbourhood Providers
o 4 contracts for RBKC
o 6 contracts for WCC
- Up to 25 suppliers short listed and invited to tender - Up to15 suppliers appointed to the framework
2. Lot 2: Spot Providers
o 10 providers
- Up to 20 suppliers short listed - Up to 10 suppliers appointed to the framework
3. Lot 3: Complex by Exception
o 2 providers
- Up to 8 suppliers short listed and invited to tender - Up to 4 suppliers appointed to the framework
4. Lot 4: Reablement and Hospital Discharge Bridging
o 6 providers
- Up to 12 suppliers short listed and invited to tender - Up to 6 suppliers appointed to the framework

5. Lot 5: 7-day Accommodation-Based Homecare Provision
o 1 provider (WCC only)
- Up to 4 suppliers short listed and invited to tender -Up to 2 suppliers appointed to the framework
Please note the Council reserves the right to increase the number of suppliers for any lot as set out within the ITT.
Submission Details: All Selection Questionnaires (SQs) should be submitted via the Westminster Procurement and Contracts portal. All organisations wishing to express an interest should register as a supplier on City of Westminster Procurement and Contracts portal as soon as possible. The SQ contains instructions for its completion together with the selection criteria for shortlisting. The selection process will be undertaken through the assessment of the completed SQs leading to a shortlist of tenderers for each Lot(s
