Description
The Home Office Returns Reintegration Programme (HORRP) provides a range of support services to returning individuals once they are back in their country of return. The programme supports voluntary and enforced individuals returning from the United Kingdom (UK), including those returning from the community and Foreign National Offenders. 
Duration: 2 years 01/04/2026 - 31/03/2028
To support the Home Office's key priorities of tackling irregular migration; removing those with no right to be in the UK; and protecting the vulnerable; the department is seeking a provider(s) to deliver reintegration services to support returning individuals from the UK in the countries listed above.
The Home Office is now seeking to expand its current provision of reintegration support to an additional five countries listed below:

2	Democratic Republic of Congo
3	Morocco
4	Somalia
5	Sri Lanka
This list may be subject to change.
To determine the extent and nature of implementing this expansion plan, we are seeking expression of interest (EOI) from eligible organisations with the appropriate experience and expertise in the countries listed. 
Please note the EOI process is not a competitive call for funding. It is an exercise to gauge interest from eligible organisations that have the capacity and capability to deliver these services.
PURPOSE OF THE FUNDING
Funding is to provide reintegration services and resettlement support to individuals who have been returned from the UK. These services include pre-departure information; airport reception and transportation; provision of temporary accommodation; counselling and mental health support; signposting to locally available services; redocumentation; assistance with setting up a business; accessing educational opportunities; and vocational training. 
Please note that this is not an exhaustive list and further details will be provided at the competition stage. 
KEY OUTCOMES
•	Returning individuals become self-sufficient and are reintegrated socially, economically, and psychologically in their communities of return within 12 months (to be discussed with potential delivery partners). 
•	Returning individuals are provided with the practical means to re-establish their lives. 
Prospective providers MUST meet the following eligibility criteria: 
•	Must be a charity, Non-Governmental Organization (NGO), community organisation or social enterprise (if a charity has a UK charity number); and
•	Previous experience of delivering reintegration services in the past 3 years; and
•	Must have legal authority to operate in the country applying for; and 
•	Committed to work with returning individuals who have been convicted in the UK criminal justice system (Foreign National Offenders). 
Please note: the Home Office will conduct due diligence on potential providers prior to funding being awarded and a Grant Agreement will be the legally binding agreement to be utilised to deliver this programme.

Responses received after the EOI deadline will not be considered.
Interested providers should note the Home Office condition of any grant funding will be that recipients are not permitted to charge, apply fees to, or require payment for, any activity provided in connection with this funded programme, or otherwise use the grant to undertake or engage in activities that result in commercial gain or profit.
