The Hackney Cycle Loan scheme enables residents to borrow a bike and all necessary accoutrements for a one month period for a cost of £10, and thereafter to choose to purchase the bike at a discount with payment made in instalments Access to a bikes and low cost bike ownership have been identified as barriers to cycling in Hackney amongst the target group of lower income residents living mainly on estates.
