Description

Invitation to Tender (ITT) - Penalty Fare Collection Services for Midland Metro Limited (MML)
Reference: MML0086 (04672-2023)


This ITT is being evaluated on the basis of Quality 60% / Price 40% and only those organisations that have responded satisfactorily to the Standard Selection Questionnaire will go on to have their tenders assessed.
Midland Metro Limited (MML) is seeking a software solution to issue penalty fare notices (PFNs) in line with The Midland Metro (Penalty Fares) Order 2019. This tender is split into 2 lots, with lot 1 comprising the software element which provides both frontline and back-office systems, and lot 2 comprising the management of the back-office elements, up to and including pursuing a PFN that escalate to a court case.
The Midland Metro Penalty Fares Order 2019 allows Midland Metro Ltd to enforce a penalty fare notice of £100, which reduces the £50 if paid within 14 days of the notice being issued. Appeals will be permitted, with the appeals process managed separately to the pursuit and enforcement of the PFN.
The successful bidder(s) will be expected to deliver an integrated solution, covering the issuance to recovery of the PFN, which is simple to use and manage, allowing the issuing PFNs to deter fare evasion and recover the maximum amount of revenue where evasion is detected.
MML are looking to appoint a single or dual suppliers for both lots for an initial contract term of 2 years with option of a 1 year contract extension subject to performance.
There is no specific budget for this project, therefore MML will consider the best value proposals from bidders for both lots offered.
The closing date for submissions is 12.00 noon on 28/04/23 and the deadline for any clarification questions is 12.00 noon on 13/04/23.
