Description
The complete closure of a residential block for total refurbishment has already been agreed as the best model to improve the overall condition of the Estate. J Block at Glen Eyre Halls has proved to be a good example of this - providing top quality accommodation and representing good value for money. It has also proved that whilst starting with a like for like refurbishment as a base scheme, there are many benefits to including improvements/additional works at the same time. As a result of this the following aspects are tabled for consideration over and above a like for like refurbishment which would normally include all internal areas and complete refurbishment of all M & E services.
The list of proposals below is indicative of some of the considerations necessary for the complete refurbishment of Montefiore A&B, but it is by no means the full extent of works. The complete extent of works will need to be established by the consultant team.
o Complete refurbishment of all rooms and communal spaces.
o Complete refurbishment of M&E services including recommendations for alteration to roof storage tank rooms and ground floor service duct position.
o Add an additional kitchen on each floor to Montefiore A with the loss of two bedrooms per floor (8 total).
o Create a bedroom by reducing the large kitchen already in Montefiore A as students now using it will be halved - gain 4 bedrooms.
o Total loss - 4 bedrooms to create much improved kitchen facilities.
o Reconfigure all communal washrooms to self-contained pods containing shower, WC and toilet.
o Replace all windows and infill panels with new external insulated rain-screen cladding system.
o Report on condition and specification of replacement (if necessary) roof finishes.
o External works to consider landscaping, paving, footpaths, signage, lighting etc.
This procurement is therefore for the provision of a contractor to provide complete PCSA services, enabling and refurbishment works including roof repairs and window replacement for Montefiore blocks A and B student halls of residence.
Due to the exceptionally constrained site and the nature of the works required, the selected contractor will need excellent logistics planning and management skills alongside demonstrable knowledge of managing multiple 'Just-in-Time' deliveries of bedroom and bathroom units and pods and other materials. In addition, the successful contractor must demonstrate understanding of how to manage the sensitivities and complexities of live sites in relation to a residential population, contained within a residential setting.

The University is utilising an electronic tendering tool (In-Tend: https://in-tendhost.co.uk/universityofsouthampton) to manage this procurement and to communicate with bidders. All documentation in relation to this tender can be downloaded from the In-Tend portal.

Due to the nature of this project, it has been deemed unsuitable for division into lots. The risk of dividing the requirement would render the execution of the contract excessively technically difficult, not cost effective and would undermine the proper execution of the contract.
