Description

ORR requires the support of property consultants to carry out negotiations on either a new lease for its current London location, or negotiations for exiting the current lease held with the superior landlord Almacantar. In the event that ORR is required to move offices, property consultants will also be needed to: complete an options appraisal covering various scenarios for suitable properties in London; support the development of the associated Green Book Business Case or Detailed Business Case for the chosen location if required; assist us in planning our move to a new premises in conjunction with Government Property Unit (GPU), including carrying out a space needs analysis/workplace strategy, managing the design and fit-out; and finally, negotiating terms of a new lease.
As a small non-ministerial government department, we do not have the in-house skills or resources required to carry out this work. Also, although ORR is looking to retain its head office in London, this is subject to approval by the Public Bodies Relocation Programme. We hope to receive a decision on this by the end of 2017.
