Description

WWF is calling for expressions of interest from international experts in regional and/or urban planning who are interested in acting as senior advisers to the authors of a book on Aligning River Basin Planning and Spatial Planning.

WWF has an ongoing collaboration with GIWP, part of the Chinese water ministry, to explore strategic water management challenges. The main outputs of the collaboration have been a series of books, published through UNESCO, which have formed the basis for guidelines that GIWP issues to water managers across China. The book series sets out state-of-the-art guidance for planners and policy makers in government ministries/agencies, development finance institutions and the wider natural resource management community. The series can be accessed at https://www.wwf.org.uk/strategic-water-management. This is a flagship project for the global WWF Freshwater Practice, which uses the books to inform its work to influence water management across the globe.

WWF and GIWP are now developing three new books in the series, covering i. Strategic Groundwater Management, ii. Water Infrastructure, and iii. Aligning River Basin Planning and Spatial Planning.

The book on Aligning River Basin Planning and Spatial Planning will synthesise case studies of alignment between river basin and spatial planning processes (especially regional and urban planning), summarise key grey and academic literature, and set out emerging challenges in this field. It will then describe a strategic framework which can guide alignment of policy and planning processes, including a set of "golden rules". The book will also include material on relevant institutional and financing issues, monitoring and evaluation and key tools and procedures which can help planners and policy makers grappling with the intersecting challenges of strategically managing land and water resources.

The consultancy inputs will focus on provision of technical and strategic advice on spatial planning approaches. Review of draft content for the book, and to contribute written inputs where necessary. Attendance at project workshops with GIWP may also be required.
