Multiply (adult numeracy) 'What Works' programme of RCTs and trials - Management of Intervention Delivery

Summary

As part of the Multiply Programme, the Department for Education (DfE) wishes to commission a programme of randomised controlled trials (RCTs) and other experimental trials, including quasi-experimental trials and A/B trials to improve understanding of what works in improving adult numeracy. DfE is looking to appoint a supplier to oversee the set up and delivery of numeracy learning interventions (including courses and outreach activity) that will be tested as part of the Randomised Controlled Trials (RCTs) and other trials. This supplier will need to work in close collaboration with an evaluation supplier to deliver the RCTs.


What is the Multiply Programme? 

The Multiply Programme is the first priority of the new UK Shared Prosperity Fund (UKSPF) and is designed to boost existing efforts to address low levels of adult (19+) numeracy, up to and including Level 2. The Programme has up to £559 million in funding. The overarching objectives for Multiply are to increase the levels of functional numeracy in the adult population across the UK and improve labour market outcomes, such as increased employment and higher wages.  


The Requirement

DfE have developed and shared with potential suppliers in previous market engagement events a draft statement of requirements for the programme of work, and outline specifications for individual RCTs and trials. We have taken note of the feedback from these events and the subsequent supplier questionnaires. Consequently, we have now split out the evaluation and intervention delivery elements into two separate procurement exercises and we would like to engage further with potential suppliers to discuss the requirement for the Management of Intervention Delivery.

This requirement has several components: to oversee the recruitment of local areas and delivery partners (including MCAs and LAs) to deliver the trial interventions; oversee the set-up of interventions; and manage payments to organisations delivering the interventions.

We will be holding a virtual supplier event to give some more information and provide an opportunity for attendees to ask questions and give feedback to the department on Thursday 26th January from 3:30 to 4:30pm. The purpose of the event is to provide:

- a brief overview of the Multiply RCT and other experimental activity element of the programme

- an overview of the Management of Intervention Delivery requirements and route to market.

The Department encourages the attendance of interested suppliers at the market engagement event. We are keen to speak to as many organisations as possible to allow the market to shape our thinking and ensure what we put out to tender is deliverable. 

All communication and information will be released through Jaggaer. All information from the day, including Q&A, will be made available via Jaggaer to those who are unable to attend.

We anticipate that this opportunity will be advertised using the CCS RM6219 Learning and Training Services DPS. Suppliers must be registered on the DPS on the day of procurement launch and must have selected "Bespoke Training" as a service type they can provide.
