Description

Compliance and Enforcement is one of the new professions that has been created following a wider organisation re-design in Ofgem. The objective of this profession is to provide a first class, diverse cadre of professionals who are well-equipped and motivated to achieve a culture where energy companies and market participants put energy consumers first and act in line with their obligations to help Ofgem deliver its priorities. The Compliance & Enforcement profession will work proactively and collaboratively with colleagues across Ofgem, responding quickly to identify and address poor behaviour and practices and sharing our experience and expertise with policy colleagues to improve design of future regulation. The profession will develop a unified compliance and enforcement strategy across Ofgem - enabling Ofgem to identify priorities and resource effectively. The profession will be an active, positive and diverse community in which people feel well supported, connected and are valued for the differences that they bring. The Compliance and Enforcement profession does not exist in the wider civil service and it is important that Ofgem develop an appropriate L&D framework for this profession.
The tenderer is required to:
1. prepare a scope of the audit of the skill and knowledge requirements of the Compliance and Enforcement profession, being mindful that members of this profession are spread across more than one business area/directorate (note: Ofgem will need to sign off the scope of the audit before deliverable (ii) can commence), - it is expected that this will be delivered within the first week of the Contract go-live date;
2. complete an audit of the skill and knowledge requirements of the Compliance and Enforcement profession, recognising the different types of work carried out by different business areas within the profession,
3. conduct a gap analysis of the different teams' skills and knowledge, and
4. create a learning and development framework to address these skills and knowledge gaps in the team.
