Description
Norfolk County Council (NCC) wishes to enter into a contract for the provision of a waste data management system (WDMS). The aim of the WDMS is to reduce the reliance on separate reporting systems and on manual data entry, to improve resource efficiency and the accuracy/reliability of Norfolk's waste data. Currently, NCC rely on a bespoke system that has been built in house and is coming to the end of its useful life, as well as use of individual spreadsheets.
NCC is the statutory Waste Disposal Authority (WDA) for the County of Norfolk and is required to arrange for the disposal of controlled waste collected by the Waste Collection Authorities (WCAs) in Norfolk. The WCAs in Norfolk are Breckland District Council, Broadland District Council, Great Yarmouth Borough Council, the Borough Council of Kings Lynn and West Norfolk, North Norfolk District Council, Norwich City and South Norfolk District Council.
NCC also provides a network of Household Waste Recycling Centres (HWRCs) at which residents can deliver a range of waste materials for recycling or disposal, administers the payments of Recycling Credits to the WCAs and third parties in Norfolk and deals with the disposal of abandoned vehicles.
The financial scale of NCC's waste management services is significant and underlines the need for robust reporting. In 2014/15 NCC spent £24.5m on the treatment and disposal of residual waste, £7.6m on recycling credit payments and £5.4m on recycling centre operation.
All these operations require a robust system of recording and reporting data both for the purposes of meeting the statutory reporting requirements of the Waste and Emissions Trading Act and of maintaining an auditable evidence base of the management of waste Norfolk is responsible for.
