Description

Provision of Consultancy Training and Cost Benchmarking Service for NHS AGEM CSU.

Arden GEM CSU is an established healthcare organisation with a mission to deliver innovative and transformational solutions that makes a difference to the nation's health and wellbeing. We provide Integrated Care Boards with external support, specialist skills and knowledge to support them in their role as commissioners by providing services for e.g. Clinical procurement, Business Intelligence services.

PbR knowledge is identified as a developmental requirement for the wider directorate. The NHS acute contract and payment rules are a highly specialised, complex and ever evolving area. It is a service area which the CSU provides to ICBs and NHS England Commissioning Hubs via various service lines, most significantly through the Business Intelligence Service.
AGEM would like to commission an on-demand expert advice and guidance service, where complex technical queries about the NHS contracting and payment rules from anyone in the CSU can be emailed to a dedicated mailbox or telephoned between core hours of 9am - 5pm , with comprehensive answers returned within 5 working days and linked to the official documentation.
In addition, AGEM requires an online training portal for all CSU staff to develop their knowledge of the National Tariff Payment System, which includes a National Tariff course and qualification, accredited by the NHS Financial Services Development Network. This should be updated each year in line with the release of new national guidance.
Further AGEM require an online monthly web-based and interactive training programme with no limit on the number of AGEM attendees to provide up to date information and knowledge on a range of relevant and current topics. It is not expected that AGEM will set the topics or that AGEM will be the only attendees. The programme should reflect the changing landscape of contracting in the NHS and cover for example new models of payment, Integrated Care Systems and Providers, acute contracts as part of a Population Health Management agenda, contracting in a post-Covid era etc. It is also expected that these sessions available on-line to watch and refer to following the live sessions.
As an optional additional element, AGEM is also looking for a service in supporting internal staff in benchmarking and modelling costs relating to acute contracts.
