Project 2914
Public Health England (PHE) is looking to procure an electronic data capture software for collation and analysis of clinical data from NHS sites for surveillance and monitoring purposes.
Specification
Improving the care and management of people with chronic hepatitis C (HCV) and reducing morbidity and mortality from this infection is a key objective in the PHE hepatitis strategy and delivery plan. NHSE and PHE are establishing a surveillance programme to monitor treatment uptake, access and outcomes and the impact on disease burden to inform healthcare planning. PHE has are requirement to procure a technology system to support this surveillance programme.
The new treatments are being rolled out by NHSE specialised commissioning through 22 Operational Delivery Networks: (ODNs) in NHS acute trusts. Treatment monitoring data needs to be collected from all 22 sites through the N3 network. This data will then be managed to deliver a HCV surveillance system.
Suppliers that meet the following minimum requirements should express an interest:
- Already have an existing live clinical commercial off the shelf (COTS) product within the ODNs.
- Have an existing open source software with a Lesser General Public License (LGPL).
- Can undertake a rapid development of an existing live clinical COTS product to roll out the solution within circa 2 months.
- The live clinical COTS product must meet current NHS and PHE information governance and security standards, including supporting patient confidential data transfer via a pre-established live N3 network.
- ODN lead clinicians in all 22 ODNs are familiar with the COTS product historically (in the past 5 years) and do not require substantial further training on the technology solution.
