The Police and Crime Commissioner for Greater Manchester and Greater Manchester Police invite tenders in respect of the establishment of a Modern Slavery Network for Greater Manchester. Although there are many organisations, operating across the conurbation, with a focus on modern slavery, as well as organisations that are likely to have contact with victims, there is currently no overarching mechanism that brings these agencies together under a Greater Manchester remit. It is envisaged that a Modern Slavery Network for Greater Manchester will provide an opportunity to develop a consistent and coordinated approach to support victims, as well as reducing the opportunities for this criminality to flourish. This represents a new opportunity to develop an approach that is considered to be national good practice. It is a high profile area of business that will require leadership and management by an organisation that has experience of effective partnership working in a complex multi-agency environment. Responses to the tender should include creative and innovative proposals for the development of maintenance of the Modern Slavery network.

The 'Modern Slavery Network for Greater Manchester' project is grant funded and an initial budget of £70,000 is available. This initial budget must be spent by 31 March 2017.
During the final 6 months of the initial term, the service will be reviewed to inform a decision on any future requirement. Should additional funding become available, the Police and Crime Commissioner for Greater Manchester reserves the right to extend the contract (either incrementally or as a single extension) up to an ultimate end date of 28 October 2019.
