Brief Description of Requirement

The Low Pay Commission (LPC) invites tenders from researchers to gain a better understanding of the views of low-paid workers to moving jobs within firms, changing employers, or changing their hours of work, and the barriers and risks they face.

The evidence is clear that workers who move jobs see their pay rise by more than those who stay put. However, during visits around the country low-paid workers have told us of the significant risks and obstacles they face when moving jobs.

We are keen to gain a better understanding of worker views on moving job, including how the minimum wage plays a part, and how they find better-paying work. The research may also consider whether these barriers have been affected by the pandemic and the new trading relationship with the EU. We would be interested in any findings that revealed any differences by age and other personal characteristics, such as gender, ethnicity, disability and family composition, as well as any that may vary across geography, industry or occupation.

This research will help inform deliberations about the future of the National Living Wage beyond 2024.
