Description

Transport for Greater Manchester (TfGM) will be conducting an upcoming tender exercise for a new Heating Ventilation Air Conditioning, Mechanical and Engineering (HVACME) framework.

The framework is likely to consist of a single lot where the suppliers that are added to it (with an estimated max number of 5) will be expected to provide all the required services (Heating, ventilation etc.) either themselves or via their supply chain / sub-contractors. The works will cover the entire TfGM estate so will include offices, bus stations and interchanges, a rail station and a number of bus depots.

The lot structure described above is subject to change and the final lot structure will be confirmed within the tender documents and contract notice when published in Autumn 2024.

The successful suppliers will be required to provide a range of services to maintain the Authority's Pre-Planned maintenance services along with the Reactive maintenance services for all the HVACME requirements detailed within the Specification of Requirement that will be released with the full tender.

As part of the framework, the supplier that scores the highest in the evaluation (based on the weighted quality questions and pricing) will be directly allocated any works that are estimated below £50k in value. This will be dependent on them having the capacity to complete the works as required.

If the value is estimated to be higher than the £50k value, then a mini competition will be run with all suppliers on the framework. They will all be sent the same information and will be asked the same questions to respond to. Like in a standard tender, the responses will be evaluated and the winning supplier (based on quality and cost) will be offered the work.

TfGM will have the right to run mini-competitions on under £50k projects (so not direct award to the highest scoring supplier) if they deem it necessary and beneficial to do so.

This will be a four (4) year framework with no guarantee of work but there is an estimated potential spend of around £5 million over the full term.

There is a prior information notice published to notify interested organisations of an up and coming tender opportunity expected to be released soon. There are no further details or documents available at the moment.
