Description

The supplier must provide and install a waste heat recovery system consisting of an Organic Rankine Cycle (ORC) system that is capable of reducing our annual grid electricity requirement by at least 12.5 GWh and reduce annual Greenhouse Gas emissions by 4,390 tonnes. We expect to be able to issue a contract to the successful tenderer in July 2018 and place an order for the ORC system on the 23rd July 2018. We require that the ORC system is delivered to our site in July 2019 and that the system is operational from October 2019 onwards. Further testing and optimising will run through to February 2020 but we do expect that the system will function from October 2019 onwards.

The supplier must work alongside two other suppliers that we will procure under separate arrangements. The first partner supplier will test the ORC system and provide recommendations on how it can be optimised. This partner will help deliver an optimal solution and track any practical problems incurred in the process. They will install sensors to record the process variables enabling extensive monitoring of the waste heat recovery system during operation. This partner will aim to to enable the ORC system to exceed the manufacturer's specification (e.g. for flow rates and temperatures in the heat exchangers, turbine performance maps) and stretch the performance and results gained through application of cutting-edge expertise.

The second partner that we will procure will design and deliver a Knowledge Transfer Programme (KTP) for small and medium-sized enterprises (SMEs) in Leeds City Region (LCR). The purpose of this work is to share the knowledge gained from the ORC installation and operation with small heat-intensive businesses. The KTP will deliver at least 12 hours of eligible support to each of a minimum of 20 SMEs within LCR. We expect that the supplier appointed to provide and install an ORC system works closely with the partner supplier which will include being available to deliver a presentation on the ORC system at a workshop attended by SMEs.
